Evaluating the Effectiveness of Village Consultative Bodies in Accommodating and Channeling Community Aspirations: Challenges and Obstacles in Pasirlangu Village, Garut Regency
Abstract
This study aims to evaluate the effectiveness of the performance of the Village Consultative Body (BPD) in accommodating and channelling community aspirations in Pasirlangu Village, Garut. This study uses organisational effectiveness theory which includes the goal model, resource acquisition model, and participant satisfaction model. This research uses qualitative research with a case study approach. Data collection techniques were observation, interview, and documentation study. The research informants consisted of BPD members, village heads, and villagers who were purposively selected. Data analysis used the Miles and Huberman analysis technique. The results showed that the effectiveness of the BPD's performance in accommodating and channelling community aspirations was not optimal. Based on the goal model, the BPD has not fully achieved the targets set in accommodating community aspirations. In the resource acquisition model, the BPD faces constraints such as limited human resource capacity and operational funds. Meanwhile, according to the participant satisfaction model, the level of community participation and satisfaction with the performance of the BPD is still low, which impacts on the overall effectiveness of the organisation. Some of the barriers identified include internal barriers such as limited human resource capacity and minimal operational funds. External barriers such as political intervention and low community participation also hamper the performance of the BPD.
